Elizabeth “Libby” Tyler, Ph.D., FAICP, is the Planning Manager for the City of San Pablo and member of the Steering Committee for the PHEAL (Planning for Health Equity, Advocacy and Leadership) Initiative. She has over 35 years of experience as a planner, specializing in community development, zoning administration, affordable housing, plan making, and environmental assessment. She served for many years as the Community Development Director for the City of Urbana, Illinois, and as an Adjunct Lecturer in Urban Planning at the University of Illinois at Urbana-Champaign. Libby is a Charter member of the American Planning Association and was the first female planner in the State of Illinois to be recognized as a Fellow of the American Institute of Certified Planners. She is the Vice Chair of APA California’s Equity, Diversity, and Inclusion Committee and the Ethics Review Director for the Northern Section of the California Chapter.Shireen manages the Health Policy and Planning Program with a focus on achieving healthy, equitable places where all San Mateo County residents have the opportunity to lead healthy, prosperous lives. She brings over 15 years of experience advancing health and equity through multi-field partnerships, community leadership, policy advocacy, grant-making and research.
